Would this proposed legislation impact “video alarms” where the cameras are “off” until tripped by another armed device such as a PIR motion sensor?
Videofied – RSI Video Technologies manufactures a cordless/wireless video alarm system built around the “MotionViewer,” a device the size of a coffee cup that integrates a PIR, camera, and illuminators. When the armed PIR detects motion it triggers the camera and sends a 10 second clip of what caused the alarm over the cell network to the central station for immediate review and dispatch.
It seems to me that this solution would not pose a problem in the proposed legislation because the video is actually part of an alarm event verifying that someone is present where they should not be.

I agree. A trespasser has no expectation of privacy; neither does someone committing a crime. Listening devices that are triggered when an alarm condition have been in use for a long time and I have never heard of a case where anyone commenced a civil suit for violation of their privacy.
Video verification is technology that I thought would be much more prevalent by now. I am encouraged to hear about your product. Perhaps some of your customers can share their experience with the product.
The Standard Form Contract that you would use with your subscriber for supervisory video monitoring is the CCTV Sale or CCTV Lease.
In addition to providing instant verification of the alarm condition supervised central station video monitoring enables the Alarm Installer to charge a recurring revenue charge for the monitoring of the video. CCTV with a local DVR does not provide the opportunity for recurring revenue, except for a Service Contract.
